Dear Residents,

 

Welcome to the latest edition of the White Colne News and what once again has been a busy period in the village.

 

We have enjoyed some great village activities including our heritage day organised by the history group and our village picnic and family fun day.

 

Behind the scenes your councillors have been working on such issues as trying to prevent the removal of our village phone box, street lighting in Bures Road, planning applications, the problem of dog fouling and the ongoing matter of the transfer of the ownership of the village hall from Essex County Council.

Save our phone box

 

Braintree District Council is supporting our request to save the phone box and is applying to English Heritage for listed building status for the phone box.

 

As part of the listing process it is necessary to prove that the box has been in position for thirty years or more. Does anyone have any readily available evidence to prove that this is the case?

NEIGHBOURHOOD WATCH

 

Theft of metal:  

The price of all forms of metal is rapidly rising and has resulted in a recent increase in metal thefts ie  theft of lead from roofs, theft from building sites, removal of cables from below ground and overhead, and theft of catalytic converters from cars.

 

Please be particularly vigilant to this type of crime and should you have concerns about any suspicious activity, please contact the Police either on 999 (urgent) or 0300 333 4444 (new non-emergency number for Essex Police - 24 hours, 7 days a week).

 

Theft of domestic heating oil from storage tanks:

Difficult to prevent - camouflaging tank with plants (spikey!) or fencing may act as a deterrent.

 

Distraction Burglaries:  50% of all reported distraction burglary crimes are 'Water Board' or water related.  Check ID of all 'Water' callers at door.

Open Gardens?

 

A resident has suggested that White Colne should hold an Open Gardens event. We did do this successfully two years running about a decade ago. It is quite a lot of work for  those who decide to open their garden plus  someone needs to organise it. Our small band of regular volunteers is very busy with other commitments – is there anyone out there who would be interested in leading this project?

 

Would the village support it?

 

Are there any free dates left in the Open Garden calendar?

 

Would enough people open their gardens?

White Colne Village History Group

 

Thanks to all of the villagers who helped to prepare for and participated in the Right Royal Tea Party on June 14th. Scarecrow making under the expert and patient guidance of Georgie Roy proved very popular with young and old, and our garden is now a rook free zone. The free cream teas and local ice cream went down well. A few visitors tried their hand at Petanque and quite a few joined in the treasure hunt. The Church looked wonderful adorned with flowers and there was interest in the techniques to help to read memorial inscriptions. The very difficult tabletop quiz was won with score of 4 out of 10 .

 

This event marked the completion of the main objectives of our grant funded project. The leaflet with the guided trails has been delivered to all households in the Parish. Further copies are available free from the leaflet dispenser at the hall.

The interpretation board at the hall and another on the Green aim to highlight some of the more interesting aspects of White Colne’s natural, built and social history. Also visit our website www.whitecolnehistory.co.uk.

 

As we have funds remaining we have gained approval to provide a further board interpreting the newly created Heritage Orchard on the Meadows. We would like to hear from you if you have any information or pictures showing the relevance of fruit growing in White Colne in the past, for inclusion on the new interpretation board.

 

Another leaflet is also proposed giving information on walks from White Colne to places which offer services or facilities; for example post offices, farm shops and maybe pubs (well actually mainly pubs!). The extension to the project is due to be completed by January 2009 and if anyone has any ideas on suitable walks or would like to get involved please contact us.

 

The group has been fortunate to have been lent the Deeds relating to the cottage now known as ‘10 percent Corner’. From these documents we have been able to record the previous owners and tenants of the former pair of cottages and Bake Office. This sort of information is invaluable to forming a picture of the built and social history of the village and I would urge anyone who has such documents to contact us so we can copy and transcribe them. This information is also very useful for people interested in family history research and  we will be putting the transcribed information on our website as appropriate.

Making Potholes History

 

A New Hi-Tech Approach Piloted For Better Roads

From 10th July  residents in Harlow and Braintree districts are being encouraged to take part in a pilot project to improve their streets using the latest highway repair technology.

A new hi-tech response unit will be on-call to respond to reports of potholes or highway defects and will act upon reports from inspection teams reacting faster than ever to calls received by ECC Highways hotline on 0845 603 7631 or reports to the county council’s website (www.essex.gov.uk)

 

This pilot scheme, known as Responsive Accelerated Management Scheme or RAMI for short has been made possible by developments in technology such as “hotboxes”, which keep tarmac pliable and useable for longer on thermally insulated vehicles, the latest intelligent GPS devices with built in 3G technology and digital imaging.

 

So if you know of a  pothole outside or near your house try out the hotline – let us know if it works!

 

 

Next event?

 

Although Parish Council work continues, the hardworking small band of volunteers behind most of our events is taking a well-earned rest . Our next event will be the annual autumn celebration of Trafalgar Day.

 

However, please carry on enjoying the Meadows for your family games and picnics, or for just a gentle quiet stroll. If you are planning a family gathering please remember that you can hire tables and chairs from the hall for a small fee – the pop up gazebo is also available for hire. If your family party takes you up to the Meadows we can also arrange for you to hire the pavilion.  The petanque court, football area and table tennis are always available free of charge – just turn up and enjoy a game.

 

A reminder again to dog walkers to clean up after their dogs – we know its only a few people who spoil it for everyone else. We are adopting a policy of zero tolerance for offenders and those of us with cameras on our mobile phones will be taking photographs to use as evidence.

 

Enjoy the summer, with plenty of sunshine - we hope.

PLANNING NEWS FROM THE MAY PARISH COUNCIL MEETING

 

PLANNING APPLICATIONS

(a) 08/00477/FUL    Fox and Pheasant Cottage, 120-122 Colchester Road – Erection of cart lodge style double garage  and log store and a 2200mm high gated brick garden wall – amended plans -  No comment  subject to neighbours’ views.

 

(b) 08/00679/ful   Part OS 7271 land to south of Colchester Road – temporary approval to site a mobile home on  agricultural land to house an agricultural worker –

No objections subject to 1. neighbours’ views,  2.the temporary timescale is defined, 3. the building has an agricultural licence attached to it, 4. there is a condition to control lighting as it is in open countryside.

 

(C) 08/00727/ful   41 Colchester Road – demolition of house and garage and erection of five detached houses with associated parking and amenity areas. Formation of private drive and new vehicular access onto Colchester Road -  

We still object to this proposal in its entirety for the following reasons which were set out in our original comments:-

The houses on the site will overlook nearby properties with the resultant loss of light and loss of privacy;  five houses will cramp the site; there are not enough parking spaces; there will be traffic problems with traffic coming in and out of the site on the busy Colchester Road; there is already a problem with water drainage in the area and these houses will make the problem worse; these properties would cause further strain on the antiquated sewerage system; mature trees are to be cut down which will affect other trees and the environment; the existing property is of historical importance and should not be demolished and the parish council supports the listing of this property; Plots 3, 4 and 5 are to be at the northern boundary of the site and front the pedestrian access lane to Chalkney House and will encourage vehicles to use this lane. An ecological survey is recommended for this site to consider the effect of the cutting down of trees, together with the drainage and sewerage. In addition we would make the further comments:-there will be disturbance to local properties by potential underpinning/piling, the leader of Braintree District Council said in a recent report that the District Council have already achieved the requirement of new builds in the district, and he also said that the District Council wish to retain the character of villages in North Essex mentioning White Colne, which this development will change. The meeting was suspended and District Cllr OShea recommended that photographs are taken of the present situation on the site and that as many people as possible attend the Planning Committee meeting when this application is discussed.

 

(D) Tree Works     Yew Tree Farm, Colne Park Road – No objections

 

(E) Tree works    Cedar Lodge, 44 Colneford Hill – The tree warden’s report supporting this application was read out  – No objections

 

(F)  License Application    Riverside Lodge, Colchester Road – We would hope that the previous licensing conditions of approval will apply to this latest application.
